These guidelines target three systems – battered women’s advocates, child protection services and family court judges – with the goal of keeping mothers and children safe and together and avoiding unnecessary out-of-home placement. The guidelines were developed in 1999 by leading family court judges and experts on child maltreatment and domestic violence – experts convened by the National Council on Juvenile and Family Court Judges (NCJFCJ).
